Anita B. McBride serves as Board of Director to Eagle Online Academy for Women. Anita is Executive-in-Residence at the Center for Congressional and Presidential Studies in the School of Public Affairs at American University in Washington, D.C. She previously served as assistant to
President George W. Bush and chief of staff to First Lady Laura Bush from 2005 to 2009, directing the staff’s work on the wide variety of domestic and global initiatives in which Mrs. Bush was involved. She had primary responsibility for the First Lady’s efforts to support U.S. foreign policy objectives in human rights, women’s empowerment, global health and human freedom.
She directed Mrs. Bush’s travel to 67 countries in 4 years including historic visits to Afghanistan, the Middle East and the Thai-Burma border. Also, under President George W. Bush, McBride served as a special assistant for White House Management, as senior advisor in the U.S. Department of State's Bureau of International Organizations and as the State Department's White House liaison. McBride co-founded the RAND African First Ladies Initiative and Fellowship program partnering with Africa’s first ladies to support their efforts to become champions of change in their countries as well as train their staff in strategies for establishing and managing an effective First Lady’s office.
McBride is an advisor to the George W. Bush Institute at Southern Methodist University and the Sine Institute for Policy and Politics at American University. She is a member of several organizations, including the US-Afghan Women's Council, the J. William Fulbright Foreign Scholarship Board, the White House Historical Association, the International Republican Institute's Women's Democracy Network, and the National Italian American Foundation. She is also a founding advisor to RightNow Women PAC which seeks to recruit and support women to run for federal elective office. McBride is a frequent print, radio and on-air commentator on first ladies, presidential transitions and White House history.
At PGI, Michelle leads efforts to support critical U.S. missions and programs both CONUS and OCONUS, establishing relationships with the USG and industry partners, building technical solutions for programs, and standing up/executing PGI contracts.
Prior to joining PGI in December of 2018, Michelle served for five years as Vice President at VxL Enterprises; Vice President of International Programs and Director of Capture Management at A-T Solutions; Ops Manager for multi-agency Counter-Terrorism programs at the FBI Lab in Virginia; and Manager of Operations and Training for DOS’ Worldwide Protective Services (WPS) Programs at DynCorp International.
Earlier, Michelle also worked on Capitol Hill, supporting the House Banking Committee on legislation tied to work and funding of USAID, IMF, World Bank; at The White House for the Executive Office of Management and Budget; and at several private, family-founded, philanthropic foundations.
Michelle holds a BA from William and Mary, and an MBA from Mary Washington University. She is, most importantly, the proud mother of five amazing Quinn children, out-and-about the world doing great things.
Mary Mélon is serving on the Board Of Director of Eagle Online Academy. She joined The Foundation for Oklahoma City Public Schools as president/CEO in September 2014. The Foundation’s mission is to advance excellence, create champions and build strong community support for lasting change in the Oklahoma City Public Schools. Mélon believes in the future of Oklahoma City and strives to utilize her network and skills to align the Foundation with the OKC Public School District and the community to provide hope for every student, as well as a rich educational experience.
Prior to joining the Foundation, Mélon had a nearly 20 -year career at The Journal Record Publishing Co. Her position as president and publisher included oversight of the Oklahoma team, as well as corporate responsibilities on the senior management corporate cabinet and group publisher of five additional markets.
Her professional honors include the Association for Women in Communications “Byliner” award for Communications; the Quality Oklahoman award from the Oklahoma Quality Foundation; the “Embrace Award” by the YWCA, for embracing YWCA’s mission of empowering women and eliminating racism and the “Door Opener’ Award by ASTEC Charter Schools. She was also inducted in the OCU Meinder’s School of Business Hall of Honor, the Oklahoma Journalism Hall of Fame and the Oklahoma Women’s Hall of Fame, a program of the Oklahoma Commission on the Status of Women.
Madison has a daughter, Madison, who graduated from the Georgetown University Law Center and is a Public Defender in Oklahoma City.
She is serving on the Founding Advisory Board of Eagle Online Academy for Women. Currently she serves as the Director of Operations and Programs at the Institute for Economic Empowerment Women (IEEW).

Paula Yoder is serving as Board of Director to Eagle Online Academy for Women. She is the Director of Human Resources for Clayton Youth Enrichment as well as Faculty at Texas Christian University’s College of Business. earned a BS in Agriculture and Human Sciences from Tarleton State University, a MS in Education and Human Resource Development and is completing her PhD in Educational Leadership and Public Policy with a research concentration in Women’s Studies.
Paula is a member of the Society for Human Resource Management, American Society for Training and Development, International Association for Business Communication, Texas Diversity Council, 85 Broads, North Central Texas Executive Women’s Association, and the American Coaching Federation, amongst others.
Paula’s professional experience includes: executive in organization and leadership development for Lockheed Martin Aeronautics, Vice President of human resources and organization development at Apex Capital, director of human resources and organization development at Weatherford College, human resources manager and senior administrator for management and Training Corporation (a maximum security prison system for juvenile sex offenders), program agent and human resources manager with the Texas Cooperative Extension Services Better Living for Texans.
Research includes: Action Learning for Adults, managing verses Leading, Culture Change for Respect in the Organization; engaging values, Organization Development from a Critical Theorist Perspective, Emotion Management and Emotion Work.
Paula has spent the last twenty years assisting individuals and organizations in learning how to move from a learning organization to a developmental organization while moving out of cut throat “shark eat shark” contested market spaces into deep and wide uncontested market spaces She serves as a mentor and business development specialist to women in the Institute for the Economic Empowerment of Women in Afghanistan and Rwanda.
Scott Jacobs has a long list of leadership positions both in the government and private sector. As a member of the Senior Executive Service (SES) Scott led the Counterterrorism Directorate of the US Naval Criminal Investigative Service (NCIS) directing all terrorism investigations impacting US Navy and Marine Corps personnel and its worldwide assets. In 2008, Scott was asked to serve as Acting Director of the Department of Defense (DoD) Counterintelligence Field Activity (CIFA) with responsibility over all DoD counterintelligence matters.
Having served his country for 27 years Scott retired from the Federal government in 2009. Scott has excelled in the private sector with key leadership positions overseeing the management and execution of programs involving data fusion and analysis, research and development projects and various worldwide law enforcement initiatives. Scott was President and Chief Executive Officer of New Century US, an international company serving DoD and State Department customers from 2011 through April of 2020. Having sold New Century US, Scott is now a consultant.
Scott serves on the Board of UPO Inspire, a non-profit organization in Washington, DC. He was the Board Treasurer for the International Stability Operations Association from 2015 – 2019 and a lifelong member of the International Association of Chiefs of Police.
Darryle Conway is the Chairman of the ISOA Board of Directors. He currently serves as Senior Vice President and Chief Growth Officer for Nathan Associates. Nathan leverages 75 years of experience spanning nearly 150 countries to deliver program analytic and economic solutions for government and commercial clients around the world.
Prior to his current position, he served at PAE as a Senior Vice President of Business Development for the Global Mission Services (GMS) Business Unit. GMS is a business with annual sales of more than $1.9B and 10,000 employees spanning all seven continents, operating in more than 70 countries. GMS customers include: US Federal Civilian Agencies, DoD, UN, and various commercial clients and allied governments. Prior to that, Darryle led a startup as the Expeditionary Logistics Business Area General Manager while simultaneously serving as Vice President of Business Development for PAE’s Global Logistics & Stability Operations Business Unit.
Darryle has broad experience leading and growing government contractor organizations. Before joining PAE, Darryle was with Raytheon and served as Director of Strategic Planning and Business Development and as Business Development Executive for Raytheon Technical Services Company. In addition to the ISOA Board, Darryle also serves the Board of Trustees for the Army War College Foundation. He is a native of Washington D.C. and graduated with a B.S. in Biology from East Tennessee State University.
